Background The National Park Service (NPS) is issuing this contract to implement and maintain a commercial, off-the-shelf (COTS) virtual standby queuing system at the Pearl Harbor National Memorial in Oahu, Hawaii. The goal is to enhance visitor experience by reducing wait times for standby seating on the boat to the USS Arizona Memorial, thereby improving safety and operational efficiency. This initiative follows a successful pilot program conducted in collaboration with Pacific Historic Parks, which demonstrated significant improvements in visitor satisfaction and safety. Work Details The Contractor shall provide a fully functional virtual standby queuing system that includes: - Software licensing and configuration; - Hardware provisioning and installation; - Internet and network connectivity; - System integration and testing; - Training for NPS staff; - Ongoing customer and technical support; - Preventive maintenance, repairs, and replacements; - Software updates and enhancements. The system must support visitor self-enrollment via QR codes or kiosks, queue management by NPS staff, automated text notifications, and on-site validation for boarding. Specific software requirements include an administrator dashboard, attendant web application for queue management, visitor mobile web application for enrollment, check-in kiosk web application, dedicated SMS phone number with international texting support, multi-language translation support, ADA-compliant user interfaces, remote monitoring capabilities, and digital signage content scheduling. Hardware requirements include touchscreen check-in kiosks, QR code scanning kiosks, mini tablets for staff management, digital signage media players, LCD monitors displaying standby numbers, and necessary cables. Period of Performance The contract will be performed from February 1, 2026 to February 1, 2027 with options for additional years extending through March 31, 2031.
