The Contractor shall provide all personnel, equipment, tools, materials,supplies, vehicles, supervision and other items and services necessary to perform integrated solid waste and recycling management within the boundaries of Vandenberg Space Force Base (VSFB), CA. Services shall be performed in accordance with (IAW) this performance work statement (PWS) as well as applicable federal, state and local regulations, commercial industry standards, Occupational Safety and Health Administration (OSHA), Americans with Disabilities Act (28 CFR, Part 35, Subpart A) and Environmental Protection Agency (EPA) requirements. The Contractor's focus needs to be on safety, sanitation and customer service while performing the requirements of this service contract. The Contractor is encouraged and expected to use innovative approaches to effectively perform integrated solid waste management in a timely manner. The Contractor will not be required to participate in base exercises but shall be aware that limited or no access to facilities and solid waste collection sites and extended wait times entering and exiting VSFB entry control points may occur during base exercises. NOTE: One-way mileage from the Lompoc Gate entrance of VSFB to the northern-most location (Bldg. 1967) is 18 miles; from the Main Gate (Santa Maria Gate) entrance it is 12.5 miles to the eastern-most location (North Star field training site); one-way mileage from South VSFB (Solvang Gate) to the southern-most, south base location (Boathouse Dock) is 15 miles; and one-way mileage from Lompoc Gate to the southern-most off-base location (Oak Mountain) via Miguelito Canyon Rd. is 17.5 miles.

The goal of this contract is to provide integrated solid waste and recycling management services within the boundaries of VSFB in compliance with applicable regulations and standards. Work Details The Contractor shall provide all personnel, equipment, tools, materials, supplies, vehicles, supervision, and other items necessary for integrated solid waste and recycling management. Key tasks include: 1. **Integrated Solid Waste Collection Requirements**: Establish vehicle routes and a base-wide weekly collection schedule based on historical data. Empty owned solid waste and recycling containers daily or weekly as specified. 2. **Recyclable Materials Processing**: Separate various types of recyclable materials collected in recycling containers. Provide detailed reports on tonnage records for recyclable commodities collected or sold off-base. 3. **Disposal Requirements**: Transport solid waste to state-permitted disposal sites. Ensure compliance with local, state, and federal regulations regarding disposal. 4. **Equipment Maintenance**: Maintain all collection vehicles in good working condition without leaks or hazardous waste. 5. **Mandatory Reports**: Submit monthly and quarterly reports detailing tonnages of trash and recyclables collected, landfill tipping fees incurred, and weight tickets. 6. **Quality Control**: Implement a quality control plan to ensure service performance meets established thresholds. 7. **Customer Service**: Maintain a focus on safety, sanitation, and customer service while performing duties.
