The U.S. Army Corps of Engineers (USACE), UMSB Contracting, is expecting to issue a solicitation for Calibration of Test, Measurement, and Diagnostic Equipment (TMDE) in support of the U.S. Army Prime Power School. The purpose of this Request for Information (RFI) is to gather industry comments, suggestions or questions before the release of the solicitation. This RFI is for market research purposes only with the intent of identifying vendors that are interested and capable of performing the requirements listed in the attached DRAFT Performance Work Statement (PWS). The applicable NAICS code for this requirement is 811210 - Electronic and Precision Equipment Repair and Maintenance. The proposed contract is expected to be a Firm Fixed Price contract procured using simplified acquisition procedures. In response to this RFI, please provide the following information: I. Name of the firm point of contact, phone number, email address, CAGE code, SAM UEI number, small business status as listed in the System for Award Management and the corresponding NAICS code. II. Company's technical capability to perform a contract of this scope and complexity to include, but not limited to: Comments on the attached draft PWS. Demonstrate your company has the resources, personnel, and equipment necessary to perform the required services described in the draft PWS. Provide three examples of similar projects in terms of scope, size and complexity provided to any Federal Government customer and brief description for each example. Identify challenges and risks associated with meeting the requirements listed in the draft PWS and how your organization would minimize those risks. Mobile delivery services with onsite calibration services. Is there a fee for mobile delivery services? Information on shipping to and from the USACE Prime Power School to the contractor's facility. If applicable, identify GSA Schedule for this requirement. Does your company currently hold or is in the process of obtaining any accreditations such as the following commercial certifications: International Organization for Standardization (ISO) 9001:2015 (Quality Management), ISO 27001 (Information Security Management), and Capability Maturity Model Integration (CMMI) in Development at Level 3? Background The U.S. Army Corps of Engineers (USACE), UMSB Contracting, is preparing to issue a solicitation for Calibration of Test, Measurement, and Diagnostic Equipment (TMDE) in support of the U.S. Army Prime Power School. The purpose of this Request for Information (RFI) is to gather industry comments, suggestions, or questions before the release of the solicitation. This RFI is intended for market research purposes to identify vendors capable of performing the requirements outlined in the attached DRAFT Performance Work Statement (PWS). The US Army Prime Power School provides technical training to Army Soldiers and Navy Seabees, enabling them to install, maintain, and operate utility-grade power production and distribution systems in support of various missions worldwide. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for electrical test equipment calibration as defined in this Performance Work Statement. Key tasks include: - Calibrating all electrical test equipment according to manufacturer’s specifications; - Providing a signed certificate of calibration for each piece of equipment; - Receiving, inspecting, inventorying, calibrating and returning equipment within 14 days; - Transporting equipment to and from the original owner’s location; - Providing weekly status updates on all current equipment in possession; - Ensuring calibration standards are traceable to ISO/IEC 17025 and ANSI/NCSLI Z540-1; - Documenting calibration data with certificates detailing test readings; - Managing out-of-scope repairs with prior approval from the POC; - Maintaining a quality control program to ensure compliance with contract requirements. Place of Performance The work will be performed at either contractor facilities or government facilities.
