SYNOPSIS This is a synopsis for construction prepared in accordance with the format in FAR 5.207, as supplemented with additional information included in this notice. The solicitation number SP4703-26-Q-0027 is to be issued as a request for quote (RFQ). The resulting contract will be a firm-fixed price award with an expected Period of Performance of 60 days from issuance of the Notice to Proceed. This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 237310 (Parking Lot Repair). The small business size standard is $45M. Department of Labor Wage Determination based on location of the service provided (Richmond, VA). Partial proposals will not be accepted. For an offer to be considered for award, the contractor must be within a commutable driving distance to the DSCR facility and annotate the point from which mobilization occurs. This must be the site of the prime contractor, not a subcontractor. A 120-mile radius from DSCR is considered the commutable radius. Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Past performance will be considered a part of Technical Acceptability, and the Contracting Officer will pull contractor data from CPARS and SPRS. Background The Defense Supply Center Richmond (DSCR) serves as a critical logistics hub supporting the operational readiness of the U.S. military. The objective of this project is to repair and pave the parking infrastructure of Building 41, which currently has a degraded gravel parking area. This project aims to provide a permanent parking solution for the dispatch office staff while ensuring compliance with installation physical security standards and enhancing site security. Work Details The contractor shall perform the following tasks: - Clear and grade the site for proper drainage. - Remove vegetation and unsuitable soil. - Compact native soil for stability. - Reuse or deposit removed gravel in an approved laydown yard. - Ensure all existing utilities remain functional. - Construct new parking areas totaling approximately 3,500 sqft with space for 8 standard parking stalls (9 ft wide × 18 ft long) and a minimum 24 ft wide driving aisle. - Use sub-base material per UFC 3-250-01. - Apply asphalt or concrete surface per UFC standards. - Install parking blocks and stripe spaces with durable paint. - Add a concrete sidewalk section connecting the new parking area to the existing center sidewalk leading to B41. - Install at least two exterior lighting fixtures on Building B41 compliant with UFC criteria. - Ensure a minimum of 2% grade for drainage. - Backfill areas outside the parking lot with topsoil and hydroseed where necessary. - Coordinate access control during construction with DSCR Police.
