1. THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. 2. The United States Air Force (USAF) has a requirement in support of Directorate of Headquarters Air Force Civil Engineer Center (HQ AFCEC) for the purchase of a specific type of pelletized asphalt to support the USAF Airfield Damage Repair (ADR) Program. The objective of the ADR program is to develop capabilities to rapidly repair damaged airfield pavements. The material must meet the following general specifications: - - The product shall be a mixture of aggregate and pelletized asphalt mixed together. - Asphalt pellets shall be well dispersed in the total aggregate gradation. - Aggregate gradation, asphalt binder, and job mix formula shall conform to UFGS-32-12-15 (paragraphs 2.1, 2.2, and 2.3). - Pelletized asphalt shall have a pellet form with a particle diameter greater than 0.15-in and less than 0.35-in. - Pelletized asphalt shall be coated to be non-tacky. - Pelletized asphalt shall consist of at least 88% by weight asphalt binder conforming to performance grade PG 76-22, as certified by the asphalt binder supplier. - The final product, when properly mixed and heated to approximately 320 F, shall produce a quality airfield hot mix that meets an APA rutting depth of less than 4.5-mm as tested at 240-lb wheel load at 120-psi hose pressure. Packaging and Shipping Requirements: - Material shall be packaged in 2,000-lb supersacks. - Supersacks shall be stenciled on two opposing sides with "PA" in forest green lettering, minimum height of 6 inches. - Sacks shall be delivered on a wood pallet and shrink-wrapped with a minimum of 6-mil plastic wrap. - A standard shipping unit consists of 16 supersacks of 2,000 lbs each.
