Background The contract is issued by the Naval Consolidated Brig Charleston to support the Command Religious Program, which is mandated to provide various religious services as per SECNAVINST 1730.7C and other relevant guidelines. The goal of the contract is to ensure that certified Religious Ministry Professionals (RMPs) deliver appropriate religious services, accommodations, training, and counseling to meet the needs of the Commanding Officer and the prisoner population. Work Details The contractor shall provide certified Religious Ministry Professionals (RMPs) from various faiths including Protestant, Catholic, Jewish, Muslim, and others as required. The RMPs will implement the Command Religious Program under the supervision of the Command Chaplain and will be responsible for: - conducting regular worship services, counseling sessions, bible study classes, baptisms, and communion; - scheduling and announcing religious services; - maintaining a diverse religious library; - providing reports on services performed; - participating in management discussions regarding prisoner climate; - training and supervising volunteers and contractors; - ensuring compliance with training requirements; - providing substitutes when necessary; - tracking invoices for payment; - delivering all required reports including an After Action Report within 45 days of any issues encountered. Period of Performance The contract period is from October 1, 2023, to September 30, 2024, with four one-year option periods available. Place of Performance Services will be performed at Naval Consolidated Brig Charleston, Detachment Chesapeake, VA.
