Background The Oregon Business Development Department (OBDD) is seeking a consultant to develop an economic development Strategic Plan for the Unmanned Aircraft System (UAS) industry. The goal is to guide OBDD efforts in retaining and growing the UAS industry in Oregon, aligning with the agency's mission to promote a globally competitive, diverse, and inclusive economy. This initiative follows a 2022 Economic Impact Study which highlighted strategic recommendations for enhancing the UAS sector in the state. Work Details The contractor will develop a comprehensive UAS Strategic Plan that includes: 1. **Project Advisory Group**: Facilitate monthly meetings with a group comprising OBDD staff and industry representatives to gather input on plan development. 2. **Resource Identification & Environmental Scan**: Compile stakeholder lists, conduct interviews/surveys, inventory physical assets, workforce programs, and analyze regulations affecting the UAS industry. 3. **Strategy Development**: Create economic development strategies categorized by short-, medium-, and long-term goals, including performance metrics for each strategy. 4. **Deliverables**: Produce a detailed UAS Strategic Plan summarizing findings from stakeholder engagement and resource analysis, along with an executive summary outlining key findings and strategies. Period of Performance The initial term of the contract is anticipated to be six (6) months from the award date. Place of Performance The contract will be performed in Oregon, specifically involving collaboration with various stakeholders across the state.
