Background The Division of State Operated Healthcare Facilities (DSOHF) in North Carolina is seeking to award a contract for Emergency Power Supply System Maintenance and Repair Services at designated facilities. DSOHF oversees 13 state-operated healthcare facilities that provide care for individuals with mental illness, developmental disabilities, substance use disorders, and neuro-medical needs. The goal of this contract is to ensure that all emergency power supply systems remain safe, reliable, and fully operational at all times. Work Details The Vendor will perform maintenance and repair services for generators in compliance with NFPA 110 standards and the manufacturer's recommendations. Services include: - Scheduled preventative maintenance, inspections, testing, adjustments, repairs, and emergency response for all generators and associated Automatic Transfer Switches (ATS). - Maintaining an adequate inventory of parts necessary for routine maintenance and repair. - Proper handling and disposal of lubricants, fluids, filters, belts, hoses, and other waste materials generated during service activities. - The Vendor must provide all labor, materials, consumables, tools, supervision, and equipment required to perform the services. - Emergency response time must be within four hours after a call is initiated. Period of Performance The initial term of the contract will be one year starting from the date of final contract execution or April 23, 2026, whichever is later. The State has the option to renew the contract for up to two additional one-year terms. Place of Performance Services will be performed at three facilities in North Carolina: Caswell Developmental Center (Kinston), Longleaf Neuro-Medical Treatment Center (Wilson), and O'Berry Neuro-Medical Treatment Center (Goldsboro). Bidder Requirements Vendors must have a minimum of five years of experience in generator repair services. They must also certify financial stability by completing Attachment G: Certification of Financial Condition. Vendors are required to comply with immunization requirements as per DSOHF policy and must not subcontract any portion of the work without prior written consent from the State.
