Background The Statewide Procurement Division (SPD), a division of the Texas Comptroller of Public Accounts (CPA), is seeking sealed bids for the procurement of prison transport buses. The primary customer for these buses is the Texas Department of Criminal Justice (TDCJ), which requires these vehicles to support its operations. Work Details The contract involves providing prison transport buses that meet specific requirements outlined in Attachment G - Prison Transport Buses Specifications. The buses must be new, unused, and the latest model in current production. All necessary parts for the buses to be complete and ready for operation must be included. The contractor is responsible for ensuring that all equipment, including standard and supplemental equipment, is installed and the unit is ready for continuous operation upon delivery. Additionally, warranty service covering design, material, or workmanship defects must be provided free of charge for a minimum period of one year from acceptance or as per the manufacturer's standard warranty, whichever is longer. Period of Performance The initial term of the contract will commence on the effective date set out in a Notice of Award issued by CPA and will automatically expire on August 31, 2027. There are options for renewal for up to four additional years. Place of Performance The delivery and performance will primarily take place within Texas, specifically at locations designated by TDCJ. Bidder Requirements Bidders must comply with specific insurance requirements as detailed in Section A.6 of the solicitation. This includes maintaining minimum coverage amounts for commercial general liability, automobile liability, workers' compensation, and employer's liability. Any subcontractors must also meet these insurance requirements. Bidders are required to submit a completed Mandatory Price Sheet and may need to provide proof of insurance upon request.
