Background This justification outlines an emergency procurement requirement for Brillians with Test Results Module (TRM) software license, installation, training, and support for the Veterans Integrated Service Network (VISN) regional area 19 and Medical Centers (VAMCs). The software is essential for automated rule-based analysis of clinical data at points of care. The decision to restrict competition is in accordance with RFO under SAT due to the unique capabilities of the Brillians software and the proprietary nature of its support services. Work Details The contract includes the following tasks and services: 1. Provision of Brillians with TRM software licenses. 2. Download and installation of the software at VISN 19 facilities. 3. Training for personnel on the use of Brillians with TRM. 4. Ongoing technical support and maintenance services provided by SupraVISTA, which is the only entity authorized to access the proprietary source code necessary for these services. 5. Integration of Brillians with existing VHA Information Technology architecture, including interfaces with VHA’s Computerized Patient Reporting System (CPRS) and Veterans Health Information System Technology Architecture (VistA). Period of Performance The period of performance for this contract will be from March 1, 2026, through May 31, 2026.
