This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
Background The Department of the Air Force is acquiring the E-7A aircraft to replace a portion of the E-3 Sentry Airborne Warning and Control System (AWACS) fleet. The E-7A will provide critical airborne early warning, surveillance, and battle management capabilities. To ensure optimal fleet readiness and long-term affordability, the E-3/E-7A System Program Office (SPO) is seeking to identify sources capable of performing a comprehensive Product Support Business Case Analysis (BCA). The objective of this BCA is to identify the most effective and efficient product support strategy for the E-7A fleet throughout its planned life cycle, accommodating a fleet size of at least two but possibly up to twenty-six aircraft. Work Details The comprehensive BCA must analyze the costs, benefits, and risks of different product support strategies for the E-7A aircraft, addressing sustainment at both field level (organizational and intermediate maintenance) and depot level. The analysis must include three product support alternatives: 1) Organic - all maintenance performed by Government personnel; 2) Hybrid - a single prime contractor responsible for field support and depot sustainment; 3) Hybrid-to-Organic - a public-private partnership with a single prime contractor supporting Active-Duty technicians while utilizing government resources. The final report should follow guidelines from the DoD Product Support BCA Guidebook and include detailed Life-Cycle Cost estimates, qualitative and quantitative benefit analyses against Key Performance Parameters (KPPs), and thorough risk assessments. Interested parties are requested to submit capabilities statements that address corporate experience in conducting Product Support BCAs, technical approach for developing the BCA, personnel qualifications, rough cost estimates, and any government requirements needed to complete the BCA.
