Background Eddy County, located in the State of New Mexico, is seeking proposals from qualified and licensed roofing contractors to provide on-call roofing services for County-owned facilities. The goal of this contract is to ensure that the County has access to reliable roofing services on an as-needed basis, including emergency response capabilities. Work Details The contractor shall provide all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary for roofing services. Specific services include: 1) General Roofing Services: roof inspections and condition assessments; preventative maintenance and minor repairs; emergency leak repairs and weatherproofing; full or partial roof replacement; roof restoration and coating systems; removal and disposal of existing roofing materials; flashing, gutters, downspouts, and related components. 2) Roofing Systems: services may include asphalt shingles, modified bitumen, built-up roofing (BUR), thermoplastic polyolefin (TPO) roofing systems, PVC and EPDM membrane systems, metal roofing systems, and tile roofing systems. TPO certification is required for any work involving TPO systems. 3) Inspections & Reporting: pre-project inspections with written assessments; detailed inspection reports with photographs; cost estimates and proposed timelines; post-project inspections with warranty documentation; detailed reports for each site visit. 4) Compliance & Standards: adherence to OSHA regulations and New Mexico building codes; use of materials meeting or exceeding manufacturer requirements; coordination with County staff to minimize disruption. 5) Emergency Response: availability during business hours and after-hours as needed with a response time of 48 hours for reported issues. Period of Performance The initial term of the contract will be one year from the date of execution. The County reserves the right to renew or extend the contract annually for up to three additional one-year terms, not exceeding a total of four years. Place of Performance Services will be performed at various County-owned facilities located within Eddy County, New Mexico. Bidder Requirements Offerors must be qualified and licensed roofing contractors. They must provide evidence of TPO certification for work involving TPO roofing systems. Additionally, offerors must submit proof of insurance including comprehensive general liability ($1 million per occurrence), professional liability ($1 million per occurrence), compliance with worker’s compensation laws, and any other applicable licenses or bonding requirements.
