Background The North Carolina Department of Adult Correction is issuing this solicitation to restore Chiller Tower #2, Type B.A.C. Model VT1-1125P at Central Prison. The goal is to ensure effective, safe, reliable, and efficient operation of the chiller's interior structural integrity. This includes addressing issues such as corrosion, scaling, and biological growth that have compromised its functionality. Work Details The vendor will perform the following tasks: 1. Complete lockout/tagout (LOTO) procedures and drain the chiller tower. 2. Remove three PVC drift eliminators. 3. Remove PVC fill media. 4. Pressure clean the interior of the tower and apply several aluminum coatings (specific types to be specified by the vendor). 5. Supply and install new fill media. 6. Reinstall new drift eliminators provided by the facility. 7. Remove and replace all PVC nozzles and 'O' rings also provided by the facility. 8. Refill the chiller tower and conduct startup. Additionally, the vendor will provide dumpsters for removal and disposal of old fill media and debris, ensuring that the work area is cleaned of all trash upon project completion. All pricing for labor, travel, and any subcontracted work must be included in the final bid amount with no additional fees permitted after contract award. Place of Performance The work will be performed at NCDAC - Central Prison located at 1300 Western Boulevard, Raleigh, NC 27606. Bidder Requirements Vendors must be registered with North Carolina's Electronic Vendor Portal (eVP) in good standing. They are required to comply with E-Verify requirements for employee work authorization verification if they have more than 25 employees in North Carolina. Vendors must also certify compliance with fair employment practices as per Executive Order 24 (2017). Additionally, all staff involved in the project must undergo background checks prior to commencing work.
