**This is not a solicitation; this is a sources sought notice in support of market research.** The Contractor shall provide all qualified personnel, equipment, supplies, transportation, materials, and supervision necessary to perform inspection, maintenance and operation support services for the Operations Department, Infrastructure Division, NSWCCD as defined in Section 5 of this Performance Work Statement. This shall include inspections, maintenance, modification, and repairs to all fire alarm, protection, extinguishing, and notification systems. The contractor shall maintain a database of all equipment and maintenance records. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this PWS. This is a six month IDC to support the acquisition of the five year service contract. With responses, please include past experience, related capabilities, and small business socio-economic information. This vehicle is to prevent a gap in service and expected to be under the SAT (Simplified Acquisition Threshold).

Background The Naval Surface Warfare Center Carderock Division (NSWCCD) is a major component of the Naval Sea Systems Command, providing comprehensive support for technical products related to maritime science and technology. The goal of this contract is to ensure continuous operation and maintenance of fire alarm, protection, and notification systems at NSWCCD facilities in Bethesda and Gaithersburg, Maryland. This sources sought notice aims to gather market research for a future service contract that will prevent any gaps in service. Work Details The Contractor shall provide all qualified personnel, equipment, supplies, transportation, materials, and supervision necessary for inspection, maintenance, and operation support services for fire alarm and protection systems. Tasks include: 1. On-site inspections of fire alarm systems located in specified buildings. 2. Annual inspections unless shorter intervals are mandated by governing standards or manufacturer specifications. 3. Coordination of inspections with the Naval District Washington Fire Department and NSWCCD Security Division. 4. Performance of system activation tests and verification of all audible/visual devices. 5. Identification of system deficiencies and potential risks/hazards. 6. Maintenance of a database for all equipment and maintenance records. 7. Development and implementation of a Quality Control Plan (QCP) to ensure compliance with performance standards outlined in the Performance Work Statement (PWS). Period of Performance The contract will include a base year from April 1, 2026 to March 31, 2027, with four option years extending through April 1, 2031. Place of Performance The work will be performed at NSWCCD facilities located in Bethesda, Maryland and Gaithersburg, Maryland.
