Background The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking to retain four professional design teams in the field of Architecture to provide professional services on a term contracting basis for various State Park Regions. The goal of this contract is to enhance the facilities within these parks through architectural design services. Work Details The services to be provided under this contract include but are not limited to: project schematics, project design, phase studies, investigations, assessments, reports, and related services. Specific projects may include: - New Building Construction - Existing Building Renovations - Recreational Facilities - Environmental Interpretations - Archeology Services - Surveying - Geotechnical Subsurface Investigations - Wetland Delineations & Investigations - Permitting Services - Hazardous Materials Abatement Testing and Design - Solar Installations (including coordination for utility interconnection agreements) - Heat Pump Systems (air and ground sources) - Historic Preservation (Building and Site Improvements) - Bathhouse Design and Beach Area Improvements - Structural review and design for buildings and foundations - Restrooms - Green Infrastructure - Miscellaneous Supporting Infrastructure Improvements including Utility Design. The successful bidder must demonstrate knowledge of Building Codes and compliance with Executive Order 22 and the Americans with Disabilities Act. Period of Performance The contract term is 60 months from the date of approval by the Office of the State Comptroller. Work order assignments for specific professional design services will be assigned for a period of three years after execution of the contract, with the final two years reserved for completion of work orders issued during the initial three years. Place of Performance The contract will be performed across various locations in New York State including Allegany, Genesee, Niagara (Western); Central, Finger Lakes, Thousand Islands (Midstate); Palisades, Saratoga, Taconic (Hudson Valley) State Parks Regions. Bidder Requirements Bidders must meet specific set-aside goals: 15% for Minority-Owned Business Enterprises (MBE), 15% for Women-Owned Business Enterprises (WBE), and 6% for Service-Disabled Veteran-Owned Businesses (SDVOB). Bidders must also provide proof of professional licensure in New York State and submit a Licensed Professionals for Prime form. More than one-third of licensed professionals in the prime firm must be NYS licensed Architects. Additionally, bidders are required to comply with New York State Finance Law §139-M regarding gender-based violence in the workplace certification.
