The US Army Corp of Engineers - Rock Island District (MVR) intends to issue a solicitation for a multiple award Blanket Purchase Agreement for Paint and related materials. The estimated value is $900,000 over a five-year period. The solicitation and its attachments will be posted to PIEE Solicitation module and a linked announcement will be posted to SAM.gov when the solicitation is issued. Based on the results of the market research conducted, MVR is planning to set-aside the Blasting Media portion of this requirement for Small Business under a separate applicable NAICS code, 327910, which has a size standard of 900 employees or fewer. The paint formulas required under this BPA must be CERL certified. Details of this are in the attached draft Master Statement of Work. Work Details The contract will include the following products: - Vinyl zinc-rich paint (Formula VZ-108d) in 5-gallon ready mix containers. - White Vinyl Paint (Formula V-766e) in 5-gallon ready mix containers. - Gray Vinyl Paint (Formula V-766e) in 5-gallon ready mix containers. - MEK Paint Thinner ASTM D740 in 5-gallon ready use containers. - Coal Slag Media Black Diamond 1240 or equivalent, available in 4000 lbs. sacks or Bulk 25-ton truck for heavy-duty applications. Contractors must submit paint samples to the paint lab within 7 calendar days of contract award if not previously tested. The paints must be CERL certified, and all testing will be conducted by the US Army Construction Engineering Research Lab (CERL). Pre-certified coatings are acceptable with proof of certification documents submitted to CERL. Period of Performance Delivery of supplies is required within 12 calendar days after paint lab approval if paint has not already been approved. Place of Performance Supplies are to be delivered to the Mississippi River Project - Service Base, located at 25549 182nd Street, Pleasant Valley, IA 52767.
