Background The USNS MERCY (T-AH 19) is a hospital ship operated by the Military Sealift Command (MSC) of the United States Navy. The purpose of this contract is to provide mid-term availability for the USNS MERCY in FY27, which includes necessary repairs, maintenance, and alterations to ensure the vessel's operational readiness. The contract aims to accomplish various work items as specified in the Work Item (WI) package and related documents. Work Details The contractor is responsible for preparing and accomplishing voyage repair (VR), overhaul, or alterations of the USNS MERCY as specified in the WI package provided in Attachment J-1. All work shall be performed at the contractor's shipyard unless otherwise specified. Key tasks include: 1. Performing scheduled maintenance and repairs categorized as Category 'A' Work Items (WIs), which are funded at contract award. 2. Handling unscheduled maintenance WIs that may arise after solicitation but before performance commencement, with a requirement to submit a price sheet and production schedule 60 days prior to performance start. 3. Providing management, procurement, production, testing, technical capability, resources, and quality assurance services necessary for the completion of work items. 4. Ensuring timely procurement of contractor-furnished materials and maintaining accountability for all materials used during the availability. 5. Utilizing progress measurement systems to track physical progress against planned performance baselines. 6. Developing a performance milestone schedule that includes critical paths and milestones identified in WI 0013. 7. Implementing quality control procedures to ensure compliance with required standards. 8. Managing subcontractor performance to ensure adherence to quality standards expected from the prime contractor. Place of Performance All work is expected to be performed at the contractor's shipyard unless otherwise specified.
