The facility operates two vertical, field-constructed 75,050-gallon #2 fuel oil tanks, each over 55 years old and registered as Level 1 tanks with the West Virginia Department of Environmental Protection (WVDEP). These tanks provide backup fuel to dual-fired boilers. Additional tanks include a dual-compartment 2 x 4,000-gallon AST for vehicle fuel and a 1,000-gallon diesel AST for emergency power. All tanks require external inspection, and ASTs 1 and 2 require internal inspections, significant repair, and upgrades. Work Details Contractor must provide all labor, materials, tools, equipment, and supervision to complete all work. Personnel must be certified to perform inspections and repairs on Level 1 ASTs in West Virginia. The scope of tasks includes: 1. Surface Coating (ASTs 1 and 2): Clean and strip tanks using high-pressure water; power tool rust spots; apply two coats of Sherwin-Williams Macropoxy 646; replace NFPA placards; comply with OSHA standards for lead paint abatement. 2. Base Seal Replacement: Remove and replace tank edge caulking with oil-resistant urethane caulk. 3. Valve and Support Replacement: Replace low-melting point brass/bronze valves with UL-listed stainless-steel valves; update pipe supports; label piping. 4.
