Background The United States Transportation Command (USTRANSCOM), specifically the Directorate of Acquisition, IT Programs and Support Services Division (TCAQ-D), is seeking to renew the SpecBuilder Software for FY26. This software is critical for USTRANSCOM's mission to ensure effective command, control, communications, and cyber systems operations. The goal of this contract is to maintain the capability to create standardized data exchanges between Department of Defense (DoD) components and commercial partners, ensuring compliance with established standards. Work Details The contract will involve the renewal of the SpecBuilder Software by Edifecs Inc., which is essential for authoring, testing, and publishing ANSI ASC X12 specifications. The software facilitates standardized data exchange and compliance with DoD Directive 4500.09 regarding Electronic Data Interchange (EDI). The requirement is justified as follows: - SpecBuilder is the only software capable of modifying ANSI ASC X12 EDI specifications as required by USTRANSCOM. - It is necessary for maintaining USTRANSCOM Implementation Conventions (ICs). - Failure to renew this software could lead to significant operational issues including non-compliance with federal regulations, increased data quality problems, delays in shipping processes, and negative impacts on billing and payment processing.
