Promote the adoption of reusable food serviceware in Oregon's public and tribally-run schools and colleges through design support, outreach, technical assistance, and equitable access initiatives.
Background The State of Oregon Department of Environmental Quality (DEQ) is initiating the 'Reusables in Schools' project under the Material Impact Reduction and Reuse Program (MIRROR) to promote reusable food serviceware in public schools, tribally-run schools, and public colleges and universities. This initiative aims to reduce environmental impacts associated with single-use food serviceware and enhance sustainability within educational institutions. The project aligns with Oregon’s 2050 Vision and Framework for Action, which emphasizes responsible material use and environmental conservation. Work Details The Reusables in Schools project will focus on: 1. Providing design, outreach, technical assistance, and implementation support tailored to the diverse needs of Oregon schools. 2. Advancing equitable access to reuse solutions by prioritizing support for under-resourced schools. 3. Supporting long-term establishment of reusable food serviceware as a standard practice in school meal programs. Activities may include project development and coordination, outreach and engagement with schools, capacity-building activities, grants for local implementation, data collection and evaluation, and equity assessments. Specific reusable food serviceware items may include trays, plates, bowls, cups, utensils, liquid dispensers (steel cows), dishwashers, racks, baskets, and dollies. Period of Performance Responses to this Request for Information (RFI) are requested by April 3, 2026. The period of performance for any resulting contracts or projects will be determined based on future proposals following this RFI. Place of Performance The project will be implemented across various locations in Oregon where public schools, tribally-run schools, and public colleges and universities are situated. Bidder Requirements Nonprofit organizations and private sector firms are eligible to develop and implement a contract for the Reusables in Schools project. There are no specific set-aside certifications mentioned; however, emphasis is placed on supporting under-resourced schools.
