This request for information is for the purpose of conducting market research to provide data for planning purposes. The purpose of this RFI is to obtain industry input on the scope, structure, and clarity of the Draft IDIQ SoW to assist the Government in refining the requirement prior to issuing any potential solicitation.

Background The United States Air Force, specifically the 7th Contracting Squadron located at Dyess Air Force Base in Abilene, Texas, is conducting market research to gather feedback on a draft Statement of Work (SOW) for an anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) contract related to the Honeywell (Vindicator) alarm system. The goal of this request for information (RFI) is to refine the requirements before issuing a potential solicitation. This notice is for information only and does not constitute a formal solicitation or request for proposals. Work Details The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and any other items necessary for the installation of a Honeywell (Vindicator) alarm system in various buildings at Dyess AFB. The work includes: 1. Installation of intrusion detection systems (IDS) in multiple buildings as individual projects issued as task orders. 2. Additional work such as trenching, digging, excavating, and fiber installation as required. 3. Purchase of individual components/equipment at the task order level. 4. Installation of an Electronic Security System (ESS) that includes both IDS and Access Control System (ACS). 5. Conducting site surveys, logistics planning, parts purchasing, programming, installation, and testing of the systems. 6. Ensuring compliance with applicable security regulatory guidance including DoDM 5200.01 Volume 3 and various Air Force Instructions. 7. Phased approach to installation which includes: - Phase 1: Installation of IT cabinets and IDS devices including access control badging equipment and electronic locks. - Phase 2: Training end users on system operation and maintenance considerations. - Phase 3: Testing to ensure functionality meets specified standards.
