This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This solicitation is issued as a Request for Quote Number 52000RFQ260023507. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 336611. The small business size standard is 1300. This is a total small business set aside; all responsible small business sources may submit proposals that will be considered. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13. Background The United States Coast Guard (USCG) Surface Force Logistics Center is seeking contractors to provide crane-barge services for the installation of a figurehead on the USCG Barque Eagle (WIX 327). The figurehead was damaged during a recent deployment, and the Industrial Production Facility (IPF) in Boston has completed necessary repairs. The goal of this contract is to facilitate the reinstallation of the figurehead in preparation for upcoming operational and training cruises, including OP Sail 26. Work Details The contractor shall provide all required personnel, equipment, materials, and supervision necessary to perform the figurehead lift. Specific requirements include: 1. Government-Furnished Information (GFE): - Load Details: The figurehead mounted on its custom-fabricated installation cradle measures approximately 7’ wide, 15’ long, and 7’ high with a total weight of approximately 4,000 lbs. Lifting gear will be handled using 60-foot slings provided by the government. 2. Contractor-Furnished Equipment (CFE): - Crane & Barge: An inland crane/spud barge with minimum dimensions of 120’x32’x6’, equipped with at least two 60’ spuds and a hydraulic crawler crane capable of safely lifting a 4,000 lbs load. - Support Vessels & Equipment: A push-boat of sufficient horsepower (approximately 25’x12’x5’), a manlift with a minimum reach of 60 feet, and a work-skiff for personnel and material transfer. - Ancillary Items: Necessary fuel and lubricants for contractor-provided equipment, certified rigging as needed, standard onboard equipment including a Conex/toolbox, generator, portable restroom, and an emergency spill kit. 3.
