Background The Commonwealth of Kentucky, through the Kentucky Department of Veterans Affairs, is seeking proposals for a Personal Service Contract to provide laboratory drug and alcohol testing services at the Paul E Patton Eastern Kentucky Veterans Center. The goal of this contract is to ensure compliance with workplace safety and health regulations by conducting drug and alcohol screenings for pre-employment, random, reasonable suspicion, and post-accident situations. Work Details The contractor will establish a network of testing sites for urine and breathalyzer tests. Services include: - Random drug testing for employees in test-designated positions. - Pre-employment drug screening. - Reasonable suspicion testing based on supervisor training. - Post-accident alcohol screening with breathalyzers. - The contractor must provide a Medical Review Officer to interpret test results. - Testing will cover substances including marijuana, cocaine, opiates, amphetamines, phencyclidine, morphine, MDMA (Ecstasy), methadone, benzodiazepines, barbiturates, and oxycodone. - Breathalyzer tests will confirm alcohol presence at .02 or greater. - All samples must be collected securely with proper chain-of-custody procedures. Period of Performance The contract is anticipated to commence on July 1, 2026, and run through June 30, 2028. There is an option to renew for two additional two-year periods. Place of Performance Services will primarily be performed at the Paul E Patton Eastern Kentucky Veterans Center located at 200 Veterans Drive, Hazard, KY 41701. Bidder Requirements Bidders must be registered to conduct business in Kentucky and comply with all applicable federal and state laws regarding drug testing programs. They must provide proof of insurance coverage including Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate. Additionally, bidders must submit required affidavits for claiming resident or qualified bidder status if applicable.
