THIS IS A TOTAL 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. In accordance with Public Law 109-461 and VAAR 819.7003 (b), bidders must be registered and certified in the Veteran Small Business Certification (VetCert) at (https://veterans.certify.sba.gov) as a SDVOSB. Only bids from verified SDVOSB's at VetCert database at the time of bid submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. The applicable North American Industry Classification System (NAICS) code is 238220, Plumbing, Heating, and air-conditioning Contractors, with the applicable small business size standard of $19 million. In accordance with VAAR 819.7003(b), the bidders must represent to the Contracting Officer that it is a small business concern under the NAICS code assigned to this acquisition. In accordance with VAAR 836.204, the magnitude of construction for this project is between $1,000,000 and $2,000,000. The Department of Veterans Affairs (VA), Fargo Health Care System, Fargo, North Dakota is issuing this invitation for bid (IFB) in accordance with the procedures set forth in Part 14 and 36 of the Revolutionary Far Overhaul (RFO). Network Contracting Office 23 intends to award a single, firm-fixed price contract for completion of the construction project. Details of all dates, events, and locations, including site visits and bid due dates, are available in the solicitation. The contractor for this project shall furnish all labor, materials, and equipment to reduce or eliminate the risk of Legionella Disease (LD) by upgrading the Domestic Water Monitoring Systems across the Fargo VAHCS' facilities. This consists of 7 existing water monitoring stations, approximately 175 plumbing fixtures requiring Thermostatic Mixing Valves (TMVs), and/or the replacement of existing sinks and faucet fixtures in accordance with the specifications, drawings, scope of work, and other contract documents. The period of performance (PoP) for this work is three hundred (300) calendar days from issuance of Notice to Proceed (NTP). Background The Department of Veterans Affairs (VA), Fargo Health Care System, Fargo, North Dakota is issuing this invitation for bid (IFB) for a construction project aimed at reducing or eliminating the risk of Legionella Disease (LD) by upgrading the Domestic Water Monitoring Systems across its facilities. This project is part of the VA's commitment to ensure the safety and health of its patients and staff. The magnitude of construction for this project is estimated between $1,000,000 and $2,000,000. Work Details The contractor shall furnish all labor, materials, and equipment necessary to upgrade the Domestic Water Monitoring Systems across Fargo VAHCS facilities. This includes: - Upgrading 7 existing water monitoring stations (6 in Medical Facility buildings 1, 9, 46 and 1 in Boiler Plant building 10). - Adding Thermostatic Mixing Valves (TMVs) to approximately 175 plumbing fixtures or replacing existing sinks and faucet fixtures as per specifications. - Ensuring compliance with the Physical Security and Resiliency Design Manual (PSRDM), applicable federal, state and local codes as well as NFPA requirements. - Maintaining minimal disruption to hospital services during construction hours from 6 AM to 6 PM. - Providing a full-time Site Safety and Health Officer (SSHO) for each shift with relevant safety certifications and experience. - Submitting daily logs for progress tracking to the Contracting Officer Representative (COR). Period of Performance The period of performance for this contract is three hundred (300) calendar days from the issuance of Notice to Proceed (NTP). This encompasses pre-construction planning, construction & remediation activities, and final reporting. Place of Performance The construction projects will be performed at various facilities within the Fargo VA Healthcare System located in Fargo, North Dakota.
