Background The U.S. Army Contracting Command - Rock Island (ACC-RI) is issuing a justification and approval (J&A) for the Crane Army Ammunition Activity (CAAA) to procure technical and specialized equipment design services for the modernization of their countermeasures flare production process line located in Bloomington, Indiana. This effort will support multiple branches of the military, including the U.S. Army and U.S. Navy. The previous procurement was conducted by the U.S. Navy, but ACC-RI does not have access to that justification, necessitating this new J&A. Work Details The contract encompasses a four-phase planned approach for the modernization project: 1. **Phase One: Existing Process Evaluation, Market Research, and Preliminary Design** - This phase aims to review and confirm the development of the existing equipment design concept plan in detail to verify previous determinations regarding space, utility, and remote process requirements necessary for facilities/infrastructure. 2. **Phase Two: Full Design Development** - This phase focuses on continuing the development of the equipment design to achieve a final layout before finalizing infrastructure design. 3. **Phase Three: Equipment Procurement and Pre-solicitation Assistance** - This phase involves assisting in developing a solicitation package for equipment acquisition by providing recommendations for the Statement of Work (SOW) and design specifications. 4. **Phase Four: Design Assistance during Procurement and Installation** - This phase provides support with technical reviews and issues during procurement and installation of equipment to ensure compliance with design intent, as well as assistance with production start-up as needed.
