Background The North Carolina Community College System (NCCCS) is a statewide network of 58 public community colleges that enrolls 600,000 students annually. The mission of NCCCS is to provide high-quality, accessible educational opportunities that minimize barriers to post-secondary education and improve the lives of North Carolina citizens. This RFP seeks offers for a grant management and data system to administer federal grants under the Workforce Innovation and Opportunity Act (WIOA) Title II and the Perkins Act across these community colleges and community-based organizations. Work Details The selected vendor will provide a comprehensive grant management and data system that includes: - Application submission and processing for WIOA Title II Adult Education and Perkins V grants. - Grant administration, budget development, monitoring, data input and analysis. - Program activity monitoring and compliance tracking. - Integration with existing student information systems. - Required reporting with integrated workflow approvals. The system must support separate administration of both grants while ensuring compliance with federal and state requirements. Specific modules required include: 1. Application Module: For RFP/application submission, evaluation, review features, and workflows. 2. Internal Project Management Module: For milestone tracking, task assignments, automated reminders. 3. Budget Module: For budget planning, expenditure monitoring, audit-ready documentation. 4. Monitoring and Compliance Module: Centralized repository with task management. 5. Integrated Workflow Approvals: Notification features for users regarding action items. 6. Perkins Only Module: Local needs assessment feature for visualization of data. Period of Performance The contract will have an effective date starting July 1, 2026, for a term of three years with an option to extend for two additional one-year periods. Place of Performance Services will be performed across North Carolina's 58 community colleges and 10 community-based organizations. Bidder Requirements Vendors must comply with all specifications outlined in the RFP including security standards for handling medium-risk data as per NIST 800-53 controls. Vendors are required to submit a completed Vendor Readiness Assessment Report at offer submission and may need to provide independent third-party assessment reports prior to contract award.
