General Contractor The Grove (Lupine Building) New Construction Only (RFP #26-005) Housing Assistance Management Enterprise (HAME) is soliciting proposals from qualified and experienced General Contractors to provide all labor, materials, supervision, and construction services necessary to deliver The Lupine, a new-construction, multi-family affordable housing building within The Grove a two-building residential affordable housing community being developed in downtown Salt Lake City. Background The Housing Assistance Management Enterprise (HAME), in partnership with the Housing Authority of Salt Lake City (HASLC), Xylem Projects, and Common Grounds Institute (CGI), is soliciting proposals for the construction of The Lupine, a new multi-family affordable housing building. This project is part of The Grove, a two-building residential community located in downtown Salt Lake City. The Lupine aims to provide approximately 133 family-sized units for low- and moderate-income households, contributing to the revitalization of a currently vacant site. Work Details The selected General Contractor will be responsible for all labor, materials, supervision, and construction services necessary to complete The Lupine building. Key responsibilities include: 1. Demolition of the existing one-story annex building on-site. 2. Site preparation including clearing, grading, excavation, and foundation work. 3. Construction of the building's core and shell including structural systems and exterior finishes. 4. Interior construction for residential units and common areas including finishes, fixtures, and amenities such as exercise rooms and daycare facilities. 5. Installation of mechanical, electrical, plumbing systems, fire/life safety systems, and accessibility features in compliance with applicable codes. 6. Construction of ground-floor commercial space and associated site improvements like parking areas and landscaping. Period of Performance The contract will commence upon award and is expected to follow a timeline that includes post-award preparations leading to substantial completion within a specified period as outlined in the proposal timeline. Place of Performance The project will be performed at approximately 315 East and 200 South in downtown Salt Lake City, Utah. Bidder Requirements Proposers must meet minimum qualifications including prior experience with similar projects, compliance with federal wage requirements under the Davis-Bacon Act, financial capacity to complete the project without being materially affected by cost increases up to 5%, and willingness to provide necessary documentation such as performance bonds and detailed construction schedules.
