Summary

Synopsis: NASA/NSSC has a requirement for Additive Manufacturing (AM) Angled Walls and Laser System Characterization. NASA/NSSC intends to issue a sole source contract to University of Texas El Paso (UTEP), 500 W University AVE, El Paso, Texas 79968-8900, under the authority of FAR 13.106-1(b)(1)(i). It has been determined that University of Texas El Paso (UTEP) is the sole provider of Additive Manufacturing (AM) Angled Walls and Laser System Characterization. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Select Center. The NAICS Code for this procurement is Enter NAICS Code. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Central Standard Time on March 6, 2026. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items) (Mar 2016) is hereby incorporated by reference. NASA Clause 1852.215-84, Ombudsman, is applicable. Background NASA/NSSC has a requirement for Additive Manufacturing (AM) Angled Walls and Laser System Characterization. NASA intends to issue a sole source contract to the University of Texas El Paso (UTEP), which has been determined to be the sole provider for this effort due to its unique capabilities in additive manufacturing parameter development, specialized machines, and expertise that align with NASA's technical requirements. This procurement aims to leverage UTEP's experience for applications in Game Changing Technology (GCD) related to 'Additive Manufacturing for Propulsion' and Space Launch System (SLS) Liquid Engines Office projects. Work Details The contract involves several laboratory-based experimental tasks: 1. Evaluation of Inconel 718 L-PBF Angled Wall Samples: Determine mechanical property differences across 16 machine configurations and build angles (0, 30, 45 degrees). UTEP will complete characterization and microstructure analysis of samples, evaluate post-mechanical testing results, and provide a final report in journal article form. 2. Complete Characterization of Inconel 718 LP-DED Angled Wall Samples: Assess impacts on mechanical properties from variations in build parameters and geometry. UTEP will conduct full characterization, analysis, and provide a final report. 3. Comparison of LP-DED JBK-75 Powder Vendors: Investigate differences in microstructure or properties due to changes in powder vendor for LP-DED JBK-75. UTEP will characterize samples built with different powders and provide a final report. 4. Comparison of Laser Systems: Compare Aconity beam shaping laser system with standard fixed focus laser system by building samples on both systems, analyzing them, and providing a final report. Period of Performance The tasks shall be conducted over the course of twelve months, beginning upon initiation of contract award. Place of Performance The work will be performed at the UTEP Keck Center.
