Background The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for the repair of the mammalian exclusion fence skirt at the Honouliuli unit of Pearl Harbor National Wildlife Refuge. The mission of the FWS is to conserve, protect, and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. This contract aims to address corrosion issues in the existing fence due to environmental conditions, ensuring protection for endangered species in the area. Work Details The contractor will be responsible for installing Aquamesh material to corroded sections of the mammalian exclusion fence. The work includes: 1. Installation of Aquamesh material extending at least 6 inches underground and 2 feet into soil substrate in areas where corrosion has occurred. 2. Clearing of driftwood, marine debris, and mangroves from approximately 300 feet of seaward sections to facilitate installation. 3. Securing Aquamesh to the existing fence using two pieces of PVC board or a non-corrodible equivalent with stainless steel screws. 4. Replacement of any non-functioning posts. 5. Provision of trained personnel capable of completing the project within the specified timeframe while minimizing disturbance to wildlife and native vegetation. 6. Attendance at pre-implementation meetings with refuge staff and coordination for access during construction. Period of Performance The contract performance period is from March 18, 2026, to May 15, 2026. Place of Performance The work will be performed at the Honouliuli unit of Pearl Harbor National Wildlife Refuge in Hawaii.
