The U.S. Bureau of Reclamation (BOR), Interior Region 10, California-Great Basin, Division of Acquisitions, Sacramento, CA is seeking interested vendors to assist Klamath Basin Area Office in achieving compliance with Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), National Environmental Policy Act (NEPA) and other applicable environmental policies, laws and regulatory processes for continued operation of the Reclamation's Klamath Project. (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. (ii) Solicitation number 140R2026Q0016 is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, as of October 1, 2025. (iv) This acquisition is open market, with no small business set aside. The NAICS code is 541620 and the size standard is $19 million. (v) The contract line items are listed in the price schedule of the solicitation package. Please provide your fully burdened labor rate for each labor category. (vi) This requirement is to acquire contractor services to assist Reclamation with regulatory compliance with the Endangered Species Acts (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), National Environmental Policy Act (NEPA) and other applicable environmental compliance laws and regulatory processes for the continued operation of Reclamation s Klamath Project as identified in this PWS. (vii) The period of performance is expected to be 18 months from time of award through 9/30/2027. The quote package will consist of the vendor s pricing information, technical proposal, past performance references and subcontracting plan for large businesses. The BOR is responsible for managing water resources in an environmentally sound manner, impacting approximately 230,000 acres across southern Oregon and northern California. Work Details The contractor will provide comprehensive professional services to support Reclamation in fulfilling its legal obligations under ESA, MSA, and NEPA for the Klamath Project. Key tasks include: 1. **Proposed Action Narrative Support**: Compile hydrologic modeling results, coordinate reviews, and integrate comments into project documents. 2. **ESA Consultation Support**: Develop a Biological Assessment evaluating potential effects on endangered species, including drafting iterations and technical editing. 3. **MSA Consultation Support**: Create an Essential Fish Habitat Assessment analyzing impacts on fish habitats. 4. **NEPA Compliance Support**: Develop Environmental Assessments or Environmental Impact Statements analyzing potential impacts of proposed actions. 5. **Administrative Record Support**: Develop plans for documenting decision-making processes related to ESA, MSA, and NEPA compliance. 6. **Project Management**: Maintain schedules, action plans, and budgets; manage subcontractors as necessary. 7. **Coordination and Logistical Support**: Facilitate meetings with stakeholders and prepare necessary documentation. Period of Performance The contract period is expected to be from May 1, 2026, through September 30, 2027. Place of Performance Primarily remote work with periodic in-person meetings required in Klamath Falls, Oregon and surrounding areas.
