Background The National Aeronautics and Space Administration (NASA) is issuing Task Order NOIS3-038 under the NASA Open Innovation Services 3 (NOIS3) contract. This task order is part of the Minority University Research and Education Project (MUREP) Partnership Learning Annual Notification (MPLAN) program, which aims to empower Minority Serving Institutions (MSIs) by providing financial resources to foster idea development, facilitate research and development, and engage stakeholders in critical STEM fields. The Center of Excellence for Collaborative Innovation (CoECI) was established to assist NASA and other Federal Agencies in advancing open innovation and crowdsourcing models. Work Details The contractor, HeroX, will continue to manage the MPLAN program into 2026. The tasks include: 1. Awarding up to $50,000 to a maximum of 25 MSI winners. 2. Managing prize payments for the MPLAN project. 3. Utilizing an established challenge design, judging, and participant support system developed over three years. 4. Ensuring continuity of the MPLAN program by leveraging HeroX's familiarity with its mission, design, and goals. 5. Engaging stakeholders in STEM fields through financial resources and support.
