Posted: Feb. 18, 2026, 7:36 p.m. EST Subject: Sources Sought, Modernize Generators for Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 (NCO 21) on behalf of VA Pacific Island Health Care System. The purpose of this sources sought is to conduct market research to support the procurement of the modernizing generators located at the VA Pacific Islands Health Care System, Honolulu, HI. This notice serves to survey the market to ascertain whether sources can provide the requested services. This notice allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their capability. The source s sought effort is intended to assess industry capabilities and develop/support the intended direction of acquisition planning. NCO 21 is requesting responses from qualified business concerns; the qualifying NAICS code for this effort is 237120 Oil and Gas Pipeline and Related Structures Construction. This sources sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 237120 small business standard size $45M. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this notice are not considered adequate responses to any corresponding solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this notice. A Request for Proposal (RFP) is anticipated to be released in mid of March 2026. Background: The Department of Veterans Affairs is seeking contractors to perform the required services for the completion of the project identified Modernize Generators per the attached draft statement of work (SOW) and specifications. Contractors must demonstrate their ability to meet all requirements listed in this notice. See attached draft documents for additional information. The estimated magnitude of this construction project is between $2,000,000 and $5,000,000. This information is provided per VAAR 836.204. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service-Disabled Veteran-Owned Small Businesses shall have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in the Veteran Small Business Certification (VetCert) at Veteran Small Business Certification (sba.gov). Average price per square foot for each project identified under paragraph (i) above, using the total modified value of the contract. Background The Department of Veterans Affairs (VA) is seeking contractors to modernize generators located at the VA Pacific Islands Health Care System in Honolulu, HI. This project aims to enhance the operational efficiency and safety of the generator systems in compliance with current codes and standards. The Network Contracting Office 21 (NCO 21) is conducting market research to identify qualified sources capable of fulfilling this requirement, with a focus on small business classifications including Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business. Work Details The project involves several construction tasks primarily focused on upgrading the generator room in Building 30. Key tasks include: - Providing a new 2-hour fire-rated wall assembly separating existing interior CMU partitions of the Generator room from adjacent rooms. - Removing and safely storing existing handrails, crash rails, photographs, and furniture for access. - Removing and reinstalling ceiling grid, wall angles, and ceiling tiles as necessary. - Removing existing surface mounted conduit, receptacles, exit signs, and junction boxes to facilitate construction. - Constructing a new continuous 2-hour fire rated shaft wall assembly from floor to ceiling while ensuring finishes match existing materials. - Sealing all wall penetrations through the new partition and restoring floor and ceiling finishes to their original state.
