Solicitation N0042126Q1085 is issued as a combined synopsis/solicitation procurement. The Government intends to purchase on a firm fixed-price basis, and to solicit and award the proposed purchase order on a competitive basis for Powder Batch Oven, Installation and Training for items as listed, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and Far Part 13. Offeror's must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov. This procurement is a total set-aside for small business under the authority of FAR Part 52.219-6. ***Instructions to Offerors*** This is a firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. Background The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Engineering and Prototyping Facility (EPF) requires a new powder batch oven to support its production facility. The goal of this contract is to procure a Powder Batch Oven, including delivery, installation, startup, training, and manufacturer's warranty on a firm fixed-price basis. Work Details The deliverables under this contract include: One (1) Powder Batch Oven with the following specifications: - 6" thick insulated oven panels with aluminized steel skin, free standing design - 4# density mineral wool insulation - 16 gauge minimum aluminized steel trim components - Prefabricated aluminized steel corner trim sections - OEM assembled, piped, wired and end mounted burner box system - TEFC Fan Motors to be 1hp or higher - Watlow electronic temperature controller with high limit controls - New York Blower forward curve air kit - Midco HMA line burner - Filtered combustion air inlet - OEM assembled gas manifold with complete Factory Mutual (FM) approved components - One (1) preassembled double door with heavy duty hinges and explosion relief lathes - Ceiling mounted aluminized steel ductwork with adjustable nozzles and flanged connections - New York Blower exhaust fan with TEFC motor and adjustable v-belt drive - UL-Listed control panel with Dongan ignition transformer - Honeywell flame safeguard system with UV flame scanner - Allen Bradley main disconnect and associated electrical components - Batch Timer (digital) with Allen Bradley alarm horn - Three (3) Dwyer air flow switches and Two (2) Type 'J' thermocouple assemblies. Additionally, the oven must meet various codes and design standards such as AMCA - 211 certified performance on safety ventilation fans and UL / Cul listed control panels. The maximum operating temperature is 450 F, requiring specific electrical services of 460V / 3PH / 60Hz. Period of Performance Delivery of the items shall be completed no later than 180 calendar days after receipt of order. Place of Performance The products will be delivered to the NAWCAD WOLF EPF.
