Synopsis: NASA/NSSC has a requirement for MITRE NASA NIOC Engineering Services. NASA/NSSC intends to issue a sole source contract to THE MITRE CORPORATION 7515 Colshire Drive Mclean, Virginia 22102-7539 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that THE MITRE CORPORATION is the sole provider of MITRE NASA NIOC Engineering Services. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 541990. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 3/9/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Background NASA/NSSC has a requirement for MITRE NASA NIOC Engineering Services. The contract will be issued to THE MITRE CORPORATION, which has been determined to be the sole provider of these services. NASA/NSSC will be the procuring center for this effort, which aims to enhance enterprise-level capabilities for network and security operations at NASA's Integrated Operations Center (NIOC). Work Details The contractor shall provide services to design, implement, and validate modernization efforts for the NIOC. This includes: assessing current state operations and infrastructure; developing a modernization roadmap for future state NIOC (integrated tooling, gray space monitoring, predictive/behavioral analytics); implementing initial modernization phase (1 WYE) and expanding upon successful demonstration; ensuring compliance with Federal and NASA operational and security standards. Technical requirements include: developing a modern, integrated NIOC architecture; implementing advanced monitoring and analytics capabilities; introducing automation for routine tasks and alerts; ensuring scalability of the solution; adhering to Federal and NASA cybersecurity and operational policies; providing benefits of lessons learned from similar Federal Agency engagements. Government Furnished Equipment includes current state policies, procedures, drawings, diagrams for project baseline, access to all facilities required for investigation, access to personnel as needed for project performance, and access to GFE as deemed necessary. Period of Performance Twelve (12) months from contract award date, with 1 WYE expanding after successful demonstration. Place of Performance Marshall Space Flight Center, 4200 Rideout Road, Bldg 4207, RM 111, Huntsville, AL 35803. Some travel required.
