Background Tarrant Regional Water District is seeking proposals for Employee Benefits Services to support their mission of providing comprehensive benefits programs for approximately 400 employees across the north central and east Texas regions. The goal of this contract is to engage qualified firms that can deliver consulting, brokerage, administration support, compliance assistance, and strategic advisory services related to employee benefits. Work Details The selected vendor will provide a range of services including: - Strategic Benefits Consulting & Program Design: Conduct annual assessments, market benchmarking, recommend plan design options, and support multi-year strategies. Deliverables include an annual strategy report and benchmarking summary. - Marketing, Renewal & Vendor Procurement Support: Develop renewal strategies, prepare marketing materials, coordinate bids, present results, and assist with vendor selection. Deliverables include a renewal calendar and bid analysis report. - Implementation & Open Enrollment Support: Manage implementation of new/renewed plans, support open enrollment planning and execution, and ensure accurate plan materials. Deliverables include an implementation plan and communication toolkit. - Ongoing Plan Administration Support: Provide dedicated account management and assist HR with day-to-day benefit administration. Deliverables include an account management plan and quarterly service review deck. - Compliance & Regulatory Support: Offer guidance on applicable compliance matters such as ACA reporting and COBRA administration. Deliverables include an annual compliance calendar. - Data Analytics & Reporting: Provide financial modeling for renewals and utilization insights. Deliverables include a quarterly reporting package. - Employee Communication & Engagement: Develop communication materials for employees regarding benefits. Deliverables include a benefits communication plan. Period of Performance The contract will commence upon award and is expected to last for one year with the option to renew for up to four additional one-year periods. Place of Performance Services will be performed primarily in the north central and east Texas regions as specified by Tarrant Regional Water District. Bidder Requirements Bidders must demonstrate experience supporting employers of similar size and industry. They should provide proof of insurance coverage including general liability, professional liability, auto liability, and worker’s compensation. Additionally, vendors must comply with all federal, state, and local laws relevant to the performance of services.
