Background The Washoe Opioid Abatement and Recovery Fund (WOARF) is seeking a qualified evaluation consultant or firm to conduct a comprehensive evaluation of the Washoe County CrossRoads programs and services aimed at individuals who use substances. This evaluation is intended to span from July 1, 2026, through June 30, 2028, with the goal of producing integrated findings that will support program improvement and strategic planning. Work Details The selected evaluator will design and implement a formative evaluation plan for CrossRoads, which includes: assessing the implementation of community methods through peer leadership and mutual aid; analyzing behavior change programming effectiveness; identifying processes contributing to positive change; determining optimal service dosage for meaningful outcomes; understanding participant experiences regarding program accessibility; examining implementation factors influencing delivery and outcomes; estimating cost savings from successful program completion; and providing actionable recommendations for program enhancement. The evaluation will involve coordination with WOARF, HSA, and CrossRoads staff. This includes orientation meetings, quarterly management meetings, and ongoing communication to ensure effective collaboration throughout the contract period.
