Background The Department of the Navy, Military Sealift Command (MSC) Norfolk is issuing a Class Justification and Approval (J&A) for the award modifications under contract N3220526C1204 for the Mid-Term Availability (MTA) of the USNS COMFORT (T-AH 20). This action is necessary to incorporate work items needed to comply with regulatory requirements set forth by the U.S. Navy, U.S. Coast Guard, and American Bureau of Shipping. The original contract was awarded for $16,707,619.00 based on adequate competition. Work Details The work involves 131 specific tasks that were identified during inspections conducted by inspectors from the U.S. Coast Guard and/or American Bureau of Shipping, along with the vessel’s crew and shore personnel. These inspections revealed deficiencies that must be repaired before the vessel can depart to ensure compliance with Safety Management System objectives, achieve Operational Availability, and maintain vessel configuration. The urgency of these repairs is underscored by the estimated per diem rate of $85,757.00 for each day of delay in returning the vessel to mission-ready status. Period of Performance The revised period of performance for this contract modification is from January 22, 2026, through May 03, 2026.
