This is a pre-solicitation notice of a proposed contract action for the procurement of truck light installation services for the Massachusetts Army National Guard, 1st Civil Support Team (CST) utilizing simplified procedures under FAR Subpart 12.201-1 for commercial services under the simplified acquisition threshold. The contractor shall provide personnel, equipment, materials, and supervision, excluding government-furnished items. The 1st CST Weapons of Mass Destruction (CST-WMD) supports civil authorities during domestic CBRN and hazardous response operations. The team requires vehicles equipped with audible and visual alert systems for safety and mission execution. The Ford F-550 trucks must be outfitted with an emergency light and siren system to enable safe navigation and scene control during emergency operations. See the attached PWS for details. Background The Massachusetts Army National Guard, specifically the 1st Civil Support Team (CST), is seeking to procure truck light installation services. This team supports civil authorities during domestic Chemical, Biological, Radiological, and Nuclear (CBRN) and hazardous response operations. They require vehicles equipped with audible and visual alert systems to ensure safety and effective mission execution. The contract aims to enhance the operational readiness of their Ford F-550 trucks by outfitting them with emergency light and siren systems. Work Details The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform emergency light and siren installation services on the 1st CST’s Ford F-550 vehicles. The objectives include enhancing vehicle operational readiness, visibility, and audible signaling capabilities by installing a complete emergency lighting and siren package integrated into the truck’s factory auxiliary switches. Specific tasks include: - Integrating all emergency lighting and siren systems into the vehicle’s factory auxiliary switch panel. - Installing one front interior visor light bar with blue LEDs and two white takedown lights. - Installing four grille-mounted blue lights in an alternating X-pattern. - Installing two rear-facing blue lights near the brake lights. - Installing one head denominator-style light on the rear of the vehicle. - Configuring a siren system to activate via a dedicated factory auxiliary switch with horn override functionality. - Ensuring all wiring is loomed, secured, and professionally routed. - Ensuring compliance with federal, state, and military standards for emergency vehicle lighting and sirens. Period of Performance The period of performance shall be 14 calendar days from the date of contract award. Place of Performance The installation services will be performed at the contractor’s facility.
