The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this directly to small business providers as a firm-fixed-price service contract to procure a Fall Hazard Survey for Lookout Point Dam, Lowell, Oregon. This action will be a 100% small business set-aside. The statutory authority for this RFO FAR 12.201-1(c)(2)(i).

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required supplies meeting the government's need. If no affirmative written responses are received by 11:00 AM PST on 24 MARCH 2026, the solicitation will be made directly to suppliers. Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 12.201-1(c)(2)(i).
