Background York County is seeking proposals from qualified firms to provide a comprehensive software solution for the implementation, deployment, and ongoing support of a Countywide Contract Management and eProcurement Solution. The goal is to enhance the efficiency and effectiveness of contract management and procurement processes within the county. Work Details The contract will include two main components: Contract Management and eProcurement. The Contract Management component must support customizable templates for contract authoring, collaborative document editing, version tracking with audit history, configurable approval workflows, secure electronic signature integrations, centralized searchable contract storage, and automated notifications for key milestones. It also requires dashboards and reporting capabilities for tracking compliance and vendor performance. The eProcurement component must facilitate vendor self-registration, electronic solicitation creation/posting, secure bid submission, distribution of addenda, pre-bid Q&A facilitation, and automated evaluation/scoring of vendor responses. Specific functional requirements include capabilities for spell check, legal language scanning, mobile use support, role-based security, scheduled reporting, custom report generation, contract milestone notifications, integration with other software applications like Smartfusion, and a centralized repository for public access to contracts. Period of Performance The initial term of the contract will be three years from July 1, 2026 through June 30, 2029. There are options for two additional one-year renewals. Place of Performance The services will be performed in York County, South Carolina. Bidder Requirements Bidders must comply with all applicable Federal, State, and County laws pertaining to contracts entered into by governmental agencies. They must also provide proof of insurance including workers compensation and general liability before commencing work. Additionally, bidders are required to maintain a drug-free workplace.
