Description
Primary Latest Change

This sources sought is to get a Request for Information (RFI) on potential solutions for replacements for the Oracle User Productivity Kit (UPK) tool as the current training and performance support tool for the mission-critical Defense Enterprise Accounting and Management System (DEAMS). Given that UPK is nearing end-of-life, the program faces an operational risk to the proficiency of its 26,000+ users across the Air Force. The objective is to conduct a market analysis and procure a modern Commercial-Off-the-Shelf (COTS) Digital Adoption Platform (DAP) that provides continuous, in-application training and contextual support directly within the user's workflow. This is not a Solicitation, Request for Proposal (RFP), or Request for Quotation (RFQ). The Government is not obligated to award a contract or otherwise pay for the information provided in response to this RFI. Any information submitted by respondents is voluntary. Please see the attachment "Request for Information" for further details and instructions.

Summary (Newest Update)

Background The United States Air Force, specifically the Air Force Materiel Command (AFMC) and the Air Force Life Cycle Management Center (AFLCMC), is seeking information for a replacement of the Oracle User Productivity Kit (UPK). The current UPK tool is nearing its end-of-life, posing operational risks to over 26,000 users of the Defense Enterprise Accounting and Management System (DEAMS). The DEAMS program is critical for financial management within the U.S. Air Force and U.S. Transportation Command (USTRANSCOM), interfacing with approximately 40 other systems across 170+ locations. The goal of this Request for Information (RFI) is to identify modern Commercial-Off-the-Shelf (COTS) Digital Adoption Platforms (DAPs) that can provide continuous training and support within user workflows while adhering to stringent cybersecurity and supply chain security mandates. Work Details The RFI seeks solutions that can replace the Oracle UPK tool with a modern DAP that includes features such as robust content authoring, management capabilities, and in-application user support. The selected solution must be capable of keeping pace with frequent software updates due to the Agile SAFe development methodology employed by DEAMS. Key requirements include: - Continuous in-application training - Contextual support directly within user workflows - Compliance with Department of War cybersecurity standards - High standards of security and supply chain resilience.
