Background Hays County, Texas is soliciting proposals for a qualified Commissioning Agent or Firm to provide commissioning services for the New Eastside Campus Building located at the corner of Bebee Road and Dacy Lane in Kyle, TX. The proposed design is a three-story Mass Timber office building, approximately 72,000 square feet, which will include secured private and employee parking lots and a two-lane covered drive-thru. The project aims to ensure that all building systems are designed, installed, and operated according to the Owner’s Project Requirements (OPR) and applicable codes. Work Details The Commissioning Agent (CxA) will provide comprehensive commissioning services that include: 1. Support for the Owner in responding to questions and providing technical guidance. 2. Development of measurable performance criteria for acceptance phases. 3. Training requirements and construction close-out deliverables for the Owner’s operations team. 4. Technical evaluation of design modifications and value-engineering proposals. 5. Thorough commissioning reviews of design submittals to confirm compliance with OPR and Basis of Design (BoD). 6. On-site construction observations throughout the project phases to verify compliance with design documents. 7. Development of project-specific Commissioning Plans, Pre-Functional Checklists, Functional Performance Test Plans, and documentation required by 2021 IECC Sections C402.5 and C408. 8. Verification of Testing, Adjusting, and Balancing (TAB) activities. 9. Post-occupancy inspections and deferred testing due to seasonal conditions. 10. Issuance of a Final Commissioning Report summarizing all activities, findings, testing results, outstanding issues, and compliance confirmation. Period of Performance The contract term is expected to begin in May 2026 and continue until project completion in approximately April 2028. Place of Performance The work will be performed at the New Eastside Campus Building located at the corner of Bebee Road and Dacy Lane in Kyle, Texas. Bidder Requirements Bidders must demonstrate qualifications as a Commissioning Agent (CxA) with experience in similar projects. They must comply with all requirements outlined in the solicitation documents including submission of completed forms such as Conflict of Interest Disclosure & Questionnaire, Vendor Reference Form, Operations & Maintenance Manuals review compliance, and adherence to training requirements outlined in 2021 IECC Section C408.
