Background The City of Bellingham is initiating the Incinerator Emission Control Upgrades Project at the Post Point Wastewater Treatment Plant (PPWWTP) to modernize air pollution control equipment in compliance with federal emission standards. Work Details The project involves upgrading the air pollution control (APC) equipment for two multiple hearth incinerators at PPWWTP. Key upgrades include: - Installing a new wet scrubber - Wet electrostatic precipitator - Regenerative thermal oxidizer - Selective catalytic reduction system - Mercury control unit Additionally, a new APC equipment building approximately 5,000 square feet will be constructed to house this equipment along with an electrical room and incinerator control room. Period of Performance The project is scheduled to begin with preliminary design completion in March 2026, followed by substantial completion anticipated by June 2031. Place of Performance The contract work will be performed at the Post Point Wastewater Treatment Plant located in Bellingham, Washington.
