Background The Kentucky Department of Veterans Affairs, through the Thomson-Hood Veterans Center (THVC), is issuing this Request for Proposal (RFP) to procure dental, vision, podiatry, and audiology services for veterans residing in a skilled nursing facility. The THVC is located at 100 Veterans Drive, Wilmore, Kentucky, and has a capacity of 285 beds. The goal of this contract is to provide medically necessary services directly to veterans at the facility. Work Details The contractor will provide the following services: 1. Routine and emergency dental care including treatment for acute pain, broken teeth, and fitting residents with dentures. Emergency dental services must be available 24/7. 2. Vision examinations and prescriptions for eyewear. 3. Podiatry services including nail care, fungal prevention, toenail removal, and recommendations for further treatment. 4. Audiology services including hearing tests, recommendations for hearing devices, and ear canal cleaning. 5. Establishment of a regular monthly schedule for evaluations and treatments across all service areas. 6. Documentation of informed consent from residents or their representatives. 7. Compliance with KDVA’s Corporate Compliance Language and maintaining records in accordance with professional standards. Period of Performance The contract is anticipated to commence on July 1, 2026, and will run through June 30, 2028. There is an option to renew the contract for two additional two-year periods subject to approval. Place of Performance All services will be performed at the Thomson-Hood Veterans Center located at 100 Veterans Drive, Wilmore, KY 40390. Bidder Requirements Offerors must be certified partners with PointClickCare and agree to comply with KDVA’s Corporate Compliance Language. They must maintain medical malpractice insurance throughout the duration of the contract. Additionally, all personnel providing services must undergo mandatory background checks as per OBRA regulations. Offerors are required to submit proof of registration with the Secretary of State if they are a foreign entity.
