Background The Defense Human Resources Activity (DHRA) is committed to promoting and facilitating opportunities for small businesses to add value, innovation, and efficiency in support of the warfighter. The goal of this contract is to design, develop, and deliver customized video-based microlearning training modules that will educate small businesses on DHRA's processes, requirements, contracting vehicles utilized, and points of engagement. This initiative aims to streamline information directly to the small business community while meeting federal accessibility standards. Work Details The contractor shall provide end-to-end development services for up to five (5) short videos, each approximately five (5) to fifteen (15) minutes in duration. The services include: instructional design, media production, project management, and quality assurance to produce Section 508-compliant microlearning content. The videos must be learner-focused and cognitively engaging, incorporating video-based engagement strategies such as visual storytelling using real-world examples and scenario walkthroughs. Deliverables include: MP4 video files suitable for web-based hosting; closed captions; downloadable transcripts provided as separate accessible files; source files used to produce the videos for Government archival and future updates; and authoring using neutral instructional language to allow future Learning Management System (LMS) deployment if required.
