The Oklahoma Air National Guard (OKANG) is prepared to award multiple Blanket Purchase Agreements (BPAs) to vendors for providing comprehensive tailwheel flight training services, leading to the successful acquisition of a tailwheel endorsement in accordance with the Federal Aviation Administration (FAA) regulation 14 CFR 61.31.

Summary (Newest Update)

Background The Oklahoma Air National Guard (OKANG) is seeking to award multiple Blanket Purchase Agreements (BPAs) for comprehensive tailwheel flight training services. This initiative aims to ensure that designated aircrew personnel receive a FAA Tailwheel Endorsement, which is crucial for the safe operation of tailwheel-configured aircraft. The training is necessary due to the unique skill set required for tailwheel aircraft, which differs from that of tricycle-gear aircraft, and is essential for compliance with FAA regulatory standards. Work Details The contractor will provide all necessary ground and flight instruction to enable students to safely operate tailwheel aircraft, culminating in a logbook endorsement or demonstrated proficiency. Key tasks include: 1) Ground Instruction: A minimum of five hours covering essential concepts and techniques related to AT-802 tailwheel operations, including aerodynamics, ground handling techniques such as proper taxiing, S-turns, pivot turns, and braking. The contractor must accommodate at least 2 students simultaneously, with a capacity of 4 students per month and 40 students per year. Additionally, the contractor must supply appropriately certificated flight instructors and all associated training materials and facilities. Period of Performance The BPA will be effective from the date of award until December 31, 2028. Place of Performance Training services will be conducted at Will Rogers Air National Guard Base.
