Background The Oklahoma Air National Guard (OKANG) is seeking to award multiple Blanket Purchase Agreements (BPAs) for comprehensive tailwheel flight training services. This initiative aims to ensure that designated aircrew personnel receive the necessary FAA Tailwheel Endorsement, which is crucial for operating tailwheel-configured aircraft safely and in compliance with FAA regulations. The training is essential due to the unique skill set required for tailwheel aircraft, which differs from that of tricycle-gear aircraft. Work Details The contractor will provide all necessary ground and flight instruction to enable students to operate tailwheel aircraft proficiently. This includes: 1) Comprehensive ground instruction covering essential concepts and techniques related to medium steel spring landing gear tailwheel operations, operational procedures, and safety, with a minimum of five hours of instruction. Topics include aerodynamics of high torque tailwheel aircraft, advanced ground handling techniques, and safety protocols. 2) Flight instruction leading to the issuance of a logbook endorsement for tailwheel aircraft operation or demonstrated proficiency. The contractor must accommodate a minimum of two students simultaneously, four students per month, and a total of 40 students per year. Period of Performance The BPA will be effective from the date of award until December 31, 2028. Place of Performance Training services will be conducted at Will Rogers Air National Guard Base.
