Background The West Virginia Army National Guard (WVARNG) is conducting market research to identify parties interested in supporting the Civilian Defense Critical Infrastructure Center of Excellence Service requirement. This initiative aims to establish a collaborative hub for mission assurance activities at both state and federal levels, as directed by the Under Secretary of Defense. The goal is to enhance mission assurance for critical infrastructure. Work Details The contractor will provide Mission Assurance (MA) support services for Civilian-Defense Critical Infrastructure (CDCI) activities, which include: 1. Mission Assurance Assessment Support: Plan and execute assessments of facilities and utilities, conduct research and documentation reviews, perform site visits, analyze assets and dependencies, identify vulnerabilities, apply risk assessment methodologies, and develop written reports with findings. 2. Supply Chain Risk Management (SCRM): Identify supply chain dependencies, map suppliers and logistics pathways, maintain risk registers, evaluate risks, and provide mitigation recommendations. 3. Cross-Domain Infrastructure Analysis: Assess risks across various infrastructure domains such as electrical power and water systems, develop dependency mapping, and integrate findings into an overall mission risk picture. 4. Exercise and Workshop Support: Design and facilitate tabletop exercises and resilience workshops, develop objectives and scenarios, produce exercise materials, conduct after-action reviews. 5. Small Unmanned Aerial System (sUAS) Visualization Support: Develop sUAS collection plans, capture geospatial data, produce visualization products while complying with FAA requirements. 6. Data Protection and Compliance: Safeguard sensitive information according to applicable requirements and preserve assessment data in approved repositories. Place of Performance Performance will be based out of Dunbar, West Virginia, with potential for other approved locations with suitable internet connectivity.
