This is a combined synopsis/solicitation for commercial products and/or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12 Acquisition of Commercial Products and Commercial Services. The purpose of this requirement is to procure five hundred eighty-seven (587) portable, mobile, medical-grade refrigerator/freezer units capable of operating primarily on alternating current (AC) power (standard electrical outlets) and equipped with rechargeable batteries for backup and mobile operation. Background The Strategic National Stockpile (SNS) of the U.S. Department of Health and Human Services (HHS) Administration for Strategic Preparedness and Response (ASPR) is responsible for ensuring the availability and rapid deployment of life-saving pharmaceuticals, antidotes, medical supplies, and equipment necessary to counteract the effects of nerve agents, biological pathogens, and chemical agents. The SNS is a national repository designed to supplement state and local public health departments during large-scale public health emergencies. To fulfill its mission, the SNS requires durable mobile/portable medical-grade refrigerator/freezer systems to maintain an effective cold chain program for temperature-sensitive medical products like vaccines. Work Details The contract requires the procurement of five hundred eighty-seven (587) portable mobile medical-grade refrigerator/freezer units that primarily operate on AC power with rechargeable batteries for backup and mobile operation. The units must maintain precise temperature control for sensitive materials such as vaccines and biologics. Key specifications include: - Temperature Control: Refrigeration mode (2°C to 8°C), Freezer mode (-20°C setpoint with an acceptable range of -30°C to -10°C). - Integrated Temperature Monitoring Device/Data Logger (TMD/DDL) with accuracy within ±0.5°C. - Internal payload capacity between 25–60 liters. - Durability: High-impact resistant plastic or aluminum exterior, lightweight design under 125 lbs., with sturdy carrying handles and wheels. - Battery Backup: At least 60 hours of operation in refrigeration mode and 12 hours in freezer mode. - Compliance with CDC/VFC vaccine storage standards. Period of Performance The anticipated period of performance is 18 months from the date of award. Place of Performance Various locations as designated by the U.S. Department of Health & Human Services.
