The USDA Forest Service is soliciting quotations for the production of containerized conifer seedlings for the Kaibab and Prescott National Forests in accordance with the attached Statement of Work. The Contractor shall produce containerized Ponderosa Pine (PIPO) seedlings from Government-furnished seed. Seedlings shall be grown, hardened off, packaged, stored (as applicable), and delivered in accordance with all specifications outlined in the Statement of Work. Performance shall comply with all technical requirements, measurement standards, storage requirements, packaging specifications, inspection requirements, transportation requirements, and delivery specifications identified in the Statement of Work. This acquisition is a Total Small Business Set-Aside. Quoters must be actively registered in the System for Award Management (SAM.gov) at the time of quote submission.

Background The USDA Forest Service is issuing a solicitation for the production of containerized conifer seedlings specifically for the Kaibab and Prescott National Forests. The goal of this contract is to produce high-quality Ponderosa Pine seedlings from Government-furnished seed, ensuring they are grown, hardened off, packaged, stored, and delivered according to the specifications outlined in the Statement of Work. Work Details The Contractor shall produce one-year-old healthy greenhouse-grown containerized seedlings in specified amounts and sizes. Key tasks include: 1) Providing all necessary records, tools, equipment, labor, materials, and laboratory tests for seedling production; 2) Performing accepted horticultural practices such as watering, protective fencing, weeding, fertilizing, and applying mycorrhizae and pest control measures; 3) Hardening off seedlings to meet delivery dates and desired growth specifications; 4) Inoculating seedlings with mycorrhizae during the hardening phase; 5) Determining seed quantity needed based on provided information; 6) Maintaining seedling lot identification throughout all growth stages; 7) Delivering specified quantities of seedlings by set deadlines: 125,000 seedlings to Kaibab NF by October 1, 2026; and two deliveries totaling 175,300 seedlings to Prescott NF by November 15, 2026. Place of Performance The contract will be performed at the Kaibab National Forest and Prescott National Forest in Arizona.
